Before we start the discussion,

what does
locale -a | grep 8859

give on your system ?
Does it include de_DE.iso88591 without the trailing -1 and with lowercase ?

And what does
LC_ALL= caget -L U49ID8R:AmsTempT1.EGU
give ?
