If you have a single element, why are you using a waveform? What's the data type?

Subject: waveform with single element
Hi,
I am facing problem with waveform record in EPICS 3.15.
If i use waveform record with single element NELM=1,
The pv value on camonitor always give zero even though it is non-zero value.
This was working fine in EPICS3.14.
What extra caution should take for single element waveform record in epics 3.15?
