What I meant if it is possible to build from current directory, so that after the build you can manually (or using a script, make install, etc) put everything to INSTALL_LOCATION, and all the libraries and IOCs linked to them will not be broken.

I don't know what kind of build system you are using, but setting INSTALL_LOCATION inside a make based build of a standard EPICS application does exactly what you describe. It builds locally and installs into the selected location (instead of TOP).
Are you using the make rules from EPICS Base?
