We use procServ to run IOCs on Linux using a non-root user id. We set up a system account to make management easier (but there is nothing preventing the use of an ordinary user account). The account has no special privileges beyond having needed file access (via group memberships). No problem opening telnet ports (as long as you use ports >1024).
Are you seeing problems running procServ under a non-root account?
