There is no CSS IDE vs. CSS Runtime.
There is just CSS.

If you have created *.opi displays, you can provide your users with a CSS installation that has set the preference setting

org.csstudio.opibuilder/no_edit = true

so that they can't open the *.opi files in the editor.
This would still allow advanced users to set the preference back to false, so they can edit the files, and help you make them better.
In that case, you might want to provide the *.opi files in a read-only file location, so users can open them for edit, but they would then use "Save-As" to write the modified files to a new location, so you can compare if the new files are really better and should replace/augment your original displays.

Or you serve your *.opi files via http://, setting the

org.csstudio.opibuilder/top_opis=http://your_server/main.opi

so your users can execute the *.opi files, but don't actually get the source code.

So it's really like EDM, MEDM, … where the 'display tool' and the 'editor tool' are one and the same.
In contrast to those, you can remove the org.csstudio.opibuilder.editor plugin from the end users' CSS installation, so they really have no way to edit the files.
