Does this EPICS_CA_ADDR_LIST include the IP addresses of both IOCs? Are
you running more than one IOC on either machine?

Unless you really have to limit the IP addresses that your clients
connect to or you are crossing IP subnets I would recommend changing
(removing) both of the above settings. The default values for both
variables allows CA to operate normally between all machines within the
local subnet, and using that configuration avoids these kinds of "can't
connect" problems.

Try setting EPICS_CA_AUTO_ADDR_LIST to YES and reboot the IOC running
the sequencer. That should fix the problem, but then I would recommend
that you remove the EPICS_CA_ADDR_LIST setting completely and just rely
on CA's usual broadcast mechanism.
