Hi, Andrew.
I vote for having the Perl versions read the environment variables.
It's better to keep different implementations behaving in the same way
as much as possible.
On a related note, why do Perl versions even exist? I can see having CA
library Perl bindings, or having a pure Perl CA library, but why have
a duplicate of catools written in Perl? If there's no reason, my vote
would be to get rid of them.
