Not in 3.14.11...

No, it was added in 3.14.12.2, almost 2 years ago:

revno: 12295
author: [email protected]
committer: Andrew Johnson <[email protected]>
branch nick: 3.14
timestamp: Mon 2011-11-21 11:33:26 -0600
message:
dbStatic: Added -b option to dbExpand

-b turns off monotonic checking of breakpoint tables.

You may be able to apply the changes to your copy though, see

Am I missing something?

3.14.11 is over 4 years old now, maybe consider upgrading? 3.14.12.4 will be out soon.
