This may be a result of how you create the *.opi file.
If you run CS-Studio, then use File/New, and select "OPI File" from the "BOY" category, this will create a very basic *.opi XML file and open it in the BOY editor.
If you opened that same file in a text editor, you would see that it follows the format
<display typeId="org.csstudio.opibuilder.Display" version="1.0.0">
</display>
On the other hand, if you use other means to create a file that's simply named *.opi, for example via File/New, the use "File" from the "General" category, and name it "test.opi", you will get that error "Failed to open opi file, premature end of file".
That's because this second file is totally empty, it doesn't have any of the expected *.opi file content.
