I think that what's wrong is that you need to process the calcout record when the input values change by adding a forward link from every relevant input record,  something like

record(ao, "$(S):$(D)_$(C):RefminAmpSet")
{
	field(FLNK, "$(S):$(D)_$(C):RefminAmpCalc")
}

or more crudely, based on periodic processing

record(calcout, "$(S):$(D)_$(C):RefminAmpCalc")
{
	field(SCAN, "1 second")
}

You also have to use the OUT field of the calcout record to write to your output record (instead of FLNK) like

record(calcout, "$(S):$(D)_$(C):RefminAmpCalc")
{
	field(OUT, "$(S):$(D)_$(C):RefminISet PP")
}

Also check your OOPT and DOPT as described here

e.g. set OOPT to "Every Time" and DOPT to "Use CALC"
