Which alarm handler are you using?

ALH offers the Severity Command and Status Command options [1].
The CS-Studio related BEAST [2] does not announce this feature explicitly, but I am quite sure you also run a hook that executes some arbitrary command on severity or status change.
For sending text messages you will have to have access to some external cell phone provider web service that sends messages.
