I suspect you did not uncomment these lines in base/configure/os/CONFIG_SITE.linux-x86

# Needs -lncurses (RHEL 5 etc.):
#COMMANDLINE_LIBRARY = READLINE_NCURSES

# Needs -lcurses (older versions)
#COMMANDLINE_LIBRARY = READLINE_CURSES

I get the following error when trying to install epics.3.14.12.3.
