Hi:

Local PVs cannot be read by an external application.
Access to local PVs is limited to the same CSS instance that created them.
In the latest incarnation, closing a CSS *.opi that uses "loc://pv" will actually release that "loc://pv" and the underlying pvmanager will delete it, so the next time you open that same *.opi, you start over with a new variable.

If you want to have PVs that last longer, or are network accessible (including localhost), use an EPICS soft IOC.

I have a CSS boy simulation application running in a local computer. This application has an element with PV name: loc://testElement1.  I have another application (written in Java with JCA-CAJ) and I want to read the PV values from this application.

Is it possible?

I think this is not possible, (I can do it using a pre-defined PV element in EPICS) but I am not sure if I can read/write values from loc PV from a program out of the .opi class.
