You can't. Just like you can't compile *.adl, *.edl, … files of MEDM, DM2K, EDM.


 I don't want to the other users could open the CSS when they view the screen.

Is there anyway to make it executable or if there isn't, how could I give permissions to the users not to change the screen?


You can call
  css --launcher.openFile /CSS/whereever/file.opi

with the path to the *.opi file within the workspace from the command line.
This will open CSS, then open the *.opi file within CSS.
If CSS was already running, that running instance will open the *.opi file.

For file permissions, you use the normal Linux/OS X/Windows file permissions, either from the command line or within CSS via the "Properties" of the file in the Navigator.
BOY does have a no-edit option which will prevent users from opening *.opi files in the editor:
Check the preference GUI or add

org.csstudio.opibuilder/no_edit=true

to your plugin_customization.ini
