I can reach the URL you cite from my home computer (off ANL's network).

Trying the "Real Video" link first
(rtsp://vista.aps.anl.gov/Stream/EPICS/2004/16Aug/M01/M01.rm), I get
this message from Firefox:

Firefox doesn't know how to open this address, because the protocol
(rtsp) isn't associated with any program.

Instead, clicking the "SofTV" link
(http://www.aps.anl.gov/video/EPICS/2004/16Aug/M01/index.htm) and then
"Click Here to view the presentation", firefox tells me that I must
first install Real Player 10.5 to view the video.

Once the install was complete, and all permissions were granted and file
associations and ..., the video played just fine.

After the RealPlayer install was complete, the link for "Real VIdeo" now
starts the video in a new window (after I grant some more permissions
and associations).

Could this be the problem for you, too?
