The periodic scan initialization converts the first token of the menu item to seconds:

static void initPeriodic(void)
{
.........
        epicsScanDouble(pmenu->papChoiceValue[i + SCAN_1ST_PERIODIC],
                        &ppsl->period);

So you need to specify seconds, not minutes!

Why are those entries different from 
choice(menuScan60_second,"60 second")
?
