Turns out that 1/ the answer is no, there is no ca_context present yet (as verified by calling ca_current_context() ... and 2/ I was grossly oversimplifying the problem in my original message, as I've so far been unable to reproduce the problem in a simpler context.

Aye. My title is wrong. Will update when/if I find something.
The two complications I haven't yet reproduced are: 1/ invocation of the Python interpreter (I hope this isn't part of the story); and 2/ defining custom device support (more likely to be part of the story, I guess).
