Apologies for the lack of clarity. libCap5 is in 'epics-perl' not
'epics-dev'. For this reason I give 'epics-perl' a strict dep.
(perlapi-5.10.0).

Yup I know, and no I can't. The next Debian release will have perl 5.14.2.
