sequencer release 2.1.11

Hello

this is yet another maintenance release without any functional changes. The 
sequencer builds now with base-3.15. Runtime error messages have been improved 
and some clarifications made in the documentation (in the SNL Reference) 
pertaining to the behaviour of pvAssign and definitions of C functions in 
escaped code blocks.
