Answering my own question, in case somebody else needs the
answer - or I need it again an a few more years:
in the web directory (in our case /export/data/WWW/cgi-bin)
the file that is being picked up is CGIExport.cgi
which is the binary that builds as CGIExport and
needs to be renamed to have the .cgi suffix.

#include <stdlib.h>
got it compiled, copied CGIExport to where we want to
use it and still get the pull down menu ending in 2012.
Stopping and restarting from the web interface did
not do the trick. It's getting too late in the day
for me to do a restart from the command line, so I
can't check that.
Any and all help appreciated.
