You need to include "system.dbd" in your IOC app and then you will get the command "system".

When I build Linux IOCs with 3.14.12.2 I don't see the "system" command with "help", and it gives me an error if I type it:

epics> help system

epics> system ls
Command system not found.

It's in the EPICS Base IOC shell and documented in the IOC Shell chapter of the 3.14.12 EPICS Application Developer's Guide.
