Correct, we do not guarantee that a DBR_STRING request will result in a Nil-
terminated string, although if your message is shorter than 40 characters the 
accepted way to terminate it is with one or more Nil bytes after the last 
character.  I guess you could pad it with spaces if you want to get all 
mainframe about it, but that would be a bit weird.
