Both UEIP and URIP are set to No.  My DTYP is asynMotor.  And
the driver implementing the asynMotor interface is pmacAsynMotor
from tpmac 3-10 <http://www.gmca.anl.gov/TPMAC2/index.html>.
So, yes an encoder is actually being used, but my guess is that
the motor record UEIP and ERIP fields are ignored by the
pmacAsynMotor driver.  (I haven't checked this.)
