Make can't find the ~/opt/epics/extensions/configure/RELEASE file that it 
needs to tell it where Base is installed.  Where did you get the files in your 
~/opt/epics/extensions/configure directory?  There should have been a RELEASE 
file in it which you will have to edit to tell the build about to your 
installation.
