In future releases of Base you can use $(NOP) as a command that does nothing, 
but that only got added to the build files after 3.14.12.2 came out.  You can 
use
	$(PERL) -e ''
on all platforms to do nothing (NOP is defined as : on non-windows systems 
since that's faster).
