I have put this into all of my embedded Linux cross CONFIG.Common.* files:

VALID_BUILDS = Host Ioc

Now it builds caRepeater, caget, caput (and more things you won't need:
antelope -- does not hurt).

I prefer your solution as I do not want to modify the EPICS BASE Makefiles.
