Build failed due to missing header files. Upon investigating, I found that the line:
USR_CFLAGS += -I$(TOP)/src/seq
in makefiles in the 
src/dev
/test/unit
directories does not work (the '-I' option does not appear in the compile command in the build output).
Adding the line:
USR_INCLUDES += -I$(TOP)/src/seq
to the 2 makefiles solved the problem.

Building seq-2.1.6 on Debian Linux.
