Hi:

Two issues.

1) CSS does not use those variables.
You need to check Edit/Preferences/CSS Core/EPICS
and edit them in there, or see
http://sourceforge.net/apps/trac/cs-studio/wiki/HierarchicalPreferences
about setting things like

org.csstudio.platform.libs.epics/auto_addr_list=false
org.csstudio.platform.libs.epics/use_pure_java=true
org.csstudio.platform.libs.epics/addr_list=127.0.0.1:12345
org.csstudio.platform.libs.epics/max_array_bytes=460000

The disadvantage:

Yes, it ignores those env. variables that we've grown
accustomed to.

The advantage:
You can see what it's actually using from Edit/Preferences/...
Compare that to figuring out what StripTool, Probe, EDM, .. are actually
using and which of /etc/bash_profile, ~/.bashrc, ... set it.

2) CSS currently uses CAJ 1.1.7, or a JNI version of JCA that
was build against EPICS base R3.14.11 or older for the Win32 binaries.
I don't think those support CA-over-ssh
