Good catch!
At least according to older documentation like
http://www.eclipse.org/articles/Article-Branding/branding-your-application.
html,
the image must be called splash.bmp and must be a .BMP file.
When I last updated splash files around June 2011,
I simply used "Save As", ...bmp to save them.
With Gimp, the file ending also sets the format,
but with the tool I used then that obviously
wasn't the case.

Answering my own question.
The truth is that the original KEK splash.bmp was a png file, renamed to
bmp.
Somehow, Linux doesn't care, whereas it's critical to Windows.
