Wierd, please send us the contents of this file from your build tree:
  baseR3.14.12.1\src\softIoc\O.win32-x86-mingw\epicsInstallDir.h

Also cd into that directory and delete that file, then run make (still inside 
the O.win32-x86-mingw directory) and send us the Make output.

Why are you setting INSTALL_LOCATION in your CONFIG_SITE file?  I would 
recommend until you get your build working properly that you remove that 
setting and just have base install its files into the source tree.  The 
softIoc problem is probably related to this setting — you'll probably need to 
run 'make distclean all' from the top of the source tree after you change the 
file though.

No, CONFIG_SITE settings generally never need quotes unless you have spaces in 
paths (which I would also recommend against doing).
