Here it is softioc -h:

D:\>softIoc -h
Usage: softIoc [-D softIoc.dbd] [-h] [-S] [-a ascf]
        [-m macro=value,macro2=value2] [-d file.db]
        [-x prefix] [st.cmd]
Compiled-in path to softIoc.dbd is:
        'D:\baseR3.14.12.1\new'/dbd/softIoc.dbd


By the way, in the config,site file there are no quotes at all:

INSTALL_LOCATION=d:\baseR3.14.12.1\new

Do you mean I should have put in single quotes? And, perhaps, there are some other settings before compiling that I should have set?

Running 'softIoc -h' may help us a little, it displays the compiled-in path to the base/dbd/softIoc.dbd file rather than using it and showing it to us in an error message.

Windows understands forward slashes and internally we use them rather than back-slashes; in the softIoc output I would expect to see back-slashes in your path to base, but forward slashes in the /dbd/softIoc.dbd part that gets appended to point to the .dbd file, so this error looks to me like there are single quotes in the setting for the install location somehow.

d:\>softIoc
filename="..\dbLexRoutines.c" line number=243
Invalid argument dbRead opening file 'D:\baseR3.14.12.1\new'/dbd/softIoc.dbd
