I don't know where this error comes from (the single
quotes). I thought running softIoc.exe is a simple way to check
the installation.
Running 'softIoc -h' may help us a little, it displays the
compiled-in path to the base/dbd/softIoc.dbd file rather than using
it and showing it to us in an error message.
Windows understands forward slashes and internally we use them
rather than back-slashes; in the softIoc output I would expect to
see back-slashes in your path to base, but forward slashes in the
/dbd/softIoc.dbd part that gets appended to point to the .dbd file,
so this error looks to me like there are single quotes in the
setting for the install location somehow.
