FYI - I finally got around to doing this and found (for my installation
of mingw-get, version 0.4-alpha-1) I had to execute the command as follows:
"mingw-get install msys-patch"
Thanks Andrew

Has anyone found an unbundled Patch tool which works properly for Windows?
Since I happen to know that you have a recent version of MinGW installed, I
think you should just be able to use the command "mingw-get install patch" to
install the MSYS version of patch, which I believe will be put into
C:/MinGW/msys/1.0/bin (the number might be different). It may also add one or
two more things but that's all I had to do yesterday to be able to apply a
Unix patch file on my XP system.
