I believe so. That kind of thing (adding the files to the build system but
not saying anything in the release notes) suggests to me that someone might
have donated them or Janet created them herself but she didn't get them to the
stage where they were fully working. You would have to look at what windows-
x64 files changed or were added to the configure/os directory in 3.14.12 to
work out what was missing from 3.14.11, but it should be a lot simpler to just
upgrade.
