I disagree, you can see the contents of his envPaths file being output 
immediately following the redirect (the lines containing "epicsEnvSet"), so 
that file must be present.  This looks like a stranger kind of error, as his 
shell doesn't understand any of the commands in the startup script — almost 
all of the error messages were "Command x not found."

Please send us the contents of the Makefile that created your FirstIOC 
executable, in your c:/firstIOCtop/firstApp/src or similarly named directory.  
There's something wrong there, but I can't guess what it is from what you've 
posted so far.
