I am curious what version of "make" you are using. Is it Cygwin make, and if so what version? I was under the impression that recent versions of Cygwin make did not work for win32-x86 or windows-x64.
On a related topic, I tried using the latest MingGW make (3.82) on win32-x86 and windows-x64 the other day, and found a problem. It was treating C files as if they were C++ files, which caused errors. This was when compiling the snapshot version of seq, but I think it is a more general problem.
When I switched to the GnuWin version of make (3.81) the problem went away.

I have some troubles with make on windows-x64 since the revision 12242 I got :
/bin/sh: REM: command not found
make[3]: *** [../../../bin/windows-x64/convertRelease.pl] Error 127
make[2]: *** [install.windows-x64] Error 2
make[1]: *** [tools.install] Error 2
make: *** [src.install] Error 2
The cygwin-x86 and the win32-x86 on the same machine runs without any problem
