Did you include the bptTypeKdegC.dbd when you built your IOC's dbd file?  
Those symptoms lead me to suspect that the breakpoint table data isn't 
actually loaded at all — the standard table definitions are provided with Base 
and their names are listed in the menuConvert.dbd file, but you have to 
explicitly include the relevant .dbd file when building an IOC that uses it.  
That might not be documented anywhere though (sorry!).
