Hi,

CROSS_COMPILE_TARGET_ARCHS in base 3.14.11 may be wrong. I set it to "linux-x86". As I set it to "linux-386", envPaths is generated in myapps/iocBoot/iocmyapps by make.

Whatever CROSS_COMPILE_TARGET_ARCHS is set to in base 3.14.8.2, envPaths will be generated.
   I think the difference is in the file RULES.ioc .

The 7.1 section of EPICS Application Developer’s Guide has the following: "The envPaths file is automatically generated in the IOC boot directory and defines several environment variables that are useful later in the startup script" .

    No error happened in compiling. Only:
    make[2]: Entering directory ‘.../apps-11/iocBoot/iocmyapps’
    make[2]: Nothing to be done for ‘install’
    make[2]: Leaving directory  ‘.../apps-11/iocBoot/iocmyapps’

    The Makefile in iocBoot/iocmyapps :
    TOP=../..
    include $(TOP)/configure/CONFIG
    ARCH=linux-x86
    TARGETS=envPaths
    include $(TOP)/configure/RULES.ioc

    The base is built for linux-x86.

If EPICS_HOST_ARCH is linux-x86 that Makefile should result in the envPaths
file being created if it doesn't already exist.  There are a number of ways
where misconfiguration of your application could cause problems but I can't
think of any that would cause the build to complete like you show above.
