The envPaths file is created in the iocBoot/iocmyapps directory, can you 
please confirm whether it is or is not present there?

If you read some documentation that implied it would appear directly in the 
iocBoot directory would you please tell us where you read it, as it needs to 
be corrected.

If EPICS_HOST_ARCH is linux-x86 that Makefile should result in the envPaths 
file being created if it doesn't already exist.  There are a number of ways 
where misconfiguration of your application could cause problems but I can't 
think of any that would cause the build to complete like you show above.
