I know nothing about Kay's code or interfacing with LabView myself, but have 
you tried building it against the latest 3.14.12 release of EPICS Base?  We 
also added the target architecture windows-x64 which may make a difference as 
well.

There are three separate projects that claim to connect EPICS to Labview 
listed on the EPICS Extensions page here:
