Because GnuWin32 has also link.exe, make.exe looks first from its current directoy and that overrides link.exe from VC.
Either rename it or remove it in case you dont GnuWin32 at all.

I build the EPICS 3.14.12 in windows 7 OS. The software I used is as 
below. After unzip the base 3.14.12, I modify the file, win32.bat in 
base\startup\, to set the specific environment variable in my computer 
and run it before build. The special things I found is when I made a 
copy of gnu make "make.exe" file in the epics base folder. It builds 
successfully. But without it, it has error message because it calls gnu 
make link.exe instead of VC++ link.exe.

1. GNU Make (gnuwin32 v3.8.1)
2. ActivePerl 5.12
3. MS VS C++ 2010 Express
4. epics base 3.14.12
