files, i.e. paths that (after all the macros have been substituted) start from

That helped.

As an aside, the<base>/configure/RELEASE file should never contain the
definition of EPICS_BASE, and it doesn't need EPICS_EXTENSIONS since Base has
to be completely built before extensions anyway.
