Some random comments.

I see: "track which client last updated a PV" but this is already 
supported by CaPutLog.

"Keep the existing simple .db file syntax": I'd like to say: yes, in 
principle, but I am not opposed to (would in fact appreciate) well 
thought-out extensions. So, do I say yes or no?

I think it would make sense to allow user comments on the site. Also, it 
would be nice if there were links to a more detailed description for 
each proposal. As stated some are not clear enough. What does "make 
permanent changes online in record fields through clients" mean?
