Yes, the native win32 port seems to run without failing, both for me and Tony.  It can be a temporary workaround, but Cygwin provides needed tools (such as the saveData system for the sscan record) that the native win32 port cannot provide, because it lacks the XDR library.
 
We have been running many IOC applications under Cygwin for years, and this is the first time I've seen this.  I don't know if it is related to a new version of EPICS base (3.14.11).  I am now using a new version of Cygwin (1.7.7), but Tony was seeing this problem even when I built the application with the older 1.5.x version of Cygwin.

Yes, when it hangs up it always shows the Send Lock as below, and epicsMutexShowAll always shows caservertask.c line 732 being the only mutex lock held on the IOC.

So the native win32 port didn't fail yet, and is continuing to run more
iterations? Is using win32 native a workaround until we can figure out what
is occurring with cygwin? It seems that if the issue can't be reproduced
with the native port then we need to be suspicious of an issue caused by, or
influenced by, the cygwin socket library (which has been in the past a bit
of a weird beast)?

If the application is 100% get driven and the receive side of the server is
compromised then that would certainly provide your symptoms at the client
side, but I still don't understand why we see that the send lock is owned.
Is it consistently showing that the send lock is taken when you run casr?
That would indicate blockage upstream in tcp. Unfortunately, there are no
tcp backlog diagnostics on windows.
