I'm going to answer my own question after reading the manual in more
detail. The archiver writes a special 'archiver stopped' sample using
the server's timestamp before shutdown. If your PV hasn't updated before
the server restarts, then your first sample will have a timestamp
earlier than the last sample of the previous block.
