With multicast clients would send search messages to a special 
ip address. That could be manually configured with 
EPICS_CA_ADDR_LIST, but we could easily also allow the distribution
to be configured so that sending to the broadcast addresses, 
multicast address, name server, no particular address is the 
default. We could probably also allow a default configuration, set 
in the distribution, which sends to more than one of the above.
