"Operating system independent atomic operations" should clearly be part of the libCom/OSI layer.

All other parts of EPICS base should use the libCom/OSI layer whenever possible.

The agreed-upon way of integrating new features into EPICS base is creating a feature branch against the development trunk, have it reviewed and merged.

Eight years ago (before 3.14) many things were different.

In R3.14 we took the important step of moving all of the OS interface layers into a

common area in libCom. In contrast, in the past I maintained some of them in with the

CA client library because the CA client library was the only part of base that was portable
