Actually that's not when it was tagged, just when the last commit was made to the msi.c file before the 1-4 release (CVS doesn't record any metadata about tags). If you take a look at the Readme.1st file you'll see that it was added on 2007-06-25 and tagged R1-4, agreeing with the website's release date.

That's most likely because we probably just discussed it in the corridor here at APS. MSI is supposed to replicate the behaviour of the dbLoadTemplates command on the IOC, so I think the change made by Eric has to stay in since it previously didn't do that properly (dbLoadTemplates does clear out the old variable definitions for every new set of substitutions).

I think Ben's "global { <definition-list> }" syntax provides a good solution, and I'll be happy to merge a patch that implements it in MSI. I will work on adding it to base/src/dbtools as well to keep the functional equivalence in dbLoadTemplates.

On the question of converting MSI's CVS history to something else, I should note that this would be the first extension tool that we've done that for. I will put it on my list to work on, but I would like to delay that until after the 3.14.12 release which I see as more important.
