Hi Ben,

There are 2 tar balls associated with this release.  The first one is automatically available by SourceForge:
http://epics.svn.sourceforge.net/viewvc/epics/applications/tags/iocStats/3-1-3/?view=tar
(the tar will be called epics-3-1-3.tar.gz, I cannot change that name but perhaps will tag differently in the future).

The second one Ralph kindly created, since not everyone is aware of the one above, and is here:
http://sourceforge.net/projects/epics/files/devIocStats/devIocStats-3.1.3.tar.gz/download
(the tar has the nicer name devIocStats-3.1.3.tar.gz).
Both these tar balls have version number in the name.
