OK, I went back and did build clean, and then a build.

The softIoc problem in base I had not patched for, and upon adding that
patch, base builds with no problem.

Where I was having the problem, was in building the 'extensions' directory.
A number of them appear to believe that the include files are at
'../include', along with the 'configure' and 'bin' directories.

Not a big deal, as most of those aren't used in building the IOC trees, but
it creates a problem for those hosts that need everything.
